Abstract:The Lower Rufiji Valley, an area of great agricultural potential, suffers from frequent food shortages and famines caused by droughts as much as by floods. The paper reviews shortages of the past century and examines the responses of the population and the government. This leads to the study of a number of socio-economic and political factors affecting agricultural production.
