Abstract: | This article draws attention to the salience of management strategies for State endurance or disintegration, and points to the techniques employed in the Ivory Coast to cope with a series of educational crises in 1982 and 1983. The investigation highlights the initial use of coercive measures to deal with the crises, followed by conciliatory gestures and bargaining, often conducted behind the scenes. With an octogenarian President at the helm, operating in an agrarian political culture, skilful use has been made of neotraditional symbols and philosophical moralizing in order to win over the hearts and minds of those who matter as regards the resolution of any domestic conflict. The authorities have also frequently enlisted the support of Ivorian parents in putting pressures on their children to accept whatever the State is generous enough to make available. In addition, President Houphouët-Boigny's significant, at times unanticipated, concessions must not be overlooked. Notes, ref. |
