Abstract: | The programme of action set in motion by the Babangida administration in 1985 was designed to see Nigeria safely on the road to a civil administration, to be elected in 1992. The transition programme is aimed at the phased handover of power to a new breed of politicians, not tainted by the decadence of the past. This article discusses the phases in which the programme will be implemented and the institutions which have been established in connection with the programme, particularly the National Electoral Committee. The positive and negative aspects of the transition programme are discussed, and the author concludes on a note of cautious optimism. Sum. in English (p. 122), French (p. 126), and German (p. 118). |
