Abstract:The regional policy for education is at a rudimentary stage in Ethiopia. None of the Five Year Development Plans treated regional education policy adequately. This paper views Ethiopia's regional education policy in the light of the rapid growth in education. Primary and secondary education grew fast during the last two decades. This growth varied regionally, as did the distribution of schools. This distribution often does not accord with the regional shares of population. Enrolment rates are low, particularly in secondary schools. An analysis of student enrolment at the 'awraja' (subregion) level reveals the following determinants of enrolment: degree of urbanization, size of population of school age, school ownership patterns, and student/teacher ratios.
