Abstract:'Relevance education' attempts to address the needs of rural people in the Third World by combining 'academic' with 'practical', community-based education. The focus in this paper is one specific case of 'relevance education', that of 'Education for Self-Reliance' (ESR) in Tanzania. The paper first describes the rationale behind ESR and its implementation. ESR in Tanzania is then analysed in terms of a number of general guidelines that influence the implementation process. Thus failure to acquire central government legitimation may undermine attempts to innovate; projects that are too centralized often fail; inadequate skill level of implementers may jeopardize projects; project success depends upon appropriate personnel recruitment policies and incentive structures; financial resources and the existing infrastructure may be inadequate for innovation; political opposition may undermine successful implementation; and inadequate provision for project maintenance may result in the collapse of the project. The major lesson from the implementation of ESR is that educational reform cannot be isolated from the macro sociopolitical context in which it is embedded. Bibliogr.
