Abstract: | From the provisions of the Treaty for the Establishment of the Preferential Trade Area for Eastern and Southern African States (PTA), which entered into force on September 30, 1982, it is clear that the founding fathers of the PTA were convinced that the development of their economies could only be fostered and accelerated through regional economic integration, to be achieved through increased trade among member States and a restructuring of their economies through self-reliance and optimal utilization of resources. The process of economic integration is envisaged as taking place on a step by step basis, firstly, by the establishment of a Preferential Trade Area, secondly, by the establishment of a Common Market, and thirdly, by the establishment of an Economic Community for Eastern and Southern African States. The provisions of the PTA Treaty, outlined in this article, set out a legal economic framework within which the objectives of the PTA are to be achieved. The achievement of those objectives will depend on the political goodwill of the governments of the member States and the role of the business community. Ref. |
