Abstract:When the Arusha Declaration was announced to the Tanzanian people in 1967 the third principal objective was 'to cooperate with all political parties engaged in the liberation of all Africa'. This paper describes the changes in Tanzania's policy of liberation support over the last twenty years within the global context of the struggle against racism and for independence in Africa. It also examines the influence of the presence of various liberation movements in Dar es Salaam on the intellectual culture of Tanzanian society. It shows that, until the tragic death of President Samora Machel of Mozambique in 1986, two tendencies of liberation support simmered in Tanzania: one that sought negotiation and pressures from the international community on South Africa and one that called for the complete mobilization of the people. Between 1981 and 1986 the energy of the Tanzanian State towards liberation was largely spent on diplomatic initiatives within the UNO and the Commonwealth. Notes, ref.
