Abstract:This paper examines the problems of and prospects for small-scale irrigation development in sub-Saharan Africa. Part A discusses the place of small-scale irrigation in rural development, while Part B concentrates on the more practical aspects of promoting such development in the field. In Part B, a number of 'crucial questions' in the development of small-scale irrigation are presented according to the stages in the process of planning, implementing and operating an irrigation scheme. These stages are: initiation of the project, physical feasibility, socioeconomic feasibility, design and presentation, appraisal and financing, construction and commissioning, organization and management, and monitoring and evaluation. Major themes in small-scale irrigation development include physical resources and infrastructure; agricultural potential; farming systems; social and community structure; technology and skills; farmers' aspirations, felt needs, initiatives and participation; economic, financial and political factors; and external influences.
