Abstract: | Entitlement is the possibility to make legitimate claims, i.e. claims based on rights. It is a function of both power and law. The focus of this paper is entitlement within the framework of development, and particularly the conflicts in terms of rights and obligations which may arise in development processes. The author's approach is institutional in the sense that it focuses on the relative strength of institutions from which entitlement may be derived. First, he discusses four different sources of entitlement: affiliation to institutions, direct access to resources, arrangements by the State, and the international legal order (human rights). He then relates his findings to different ways of studying the development problematique. |
