Abstract: | Focusing on the manufacturing sector, this paper discusses the economic development of Ciskei, South Africa, and its implications for the rest of the Southern African region. The first part provides an overview of the development of the Ciskeian economy during the past 15 years. Sections 2 and 3 are concerned with the current subsidy scheme and its alternative, the tax-free option, and assesses their respective contributions to the process of industrial development in Ciskei. The last section gives a summary of the preceding arguments and also outlines some prospects for the future. It is clear that Ciskei has experienced a very rapid rate of industrial growth over the past ten years. The decision to introduce a tax-free option does appear to be a step in the right direction.
