Abstract: | This paper examines the laws and administrative arrangements and practices through which access to urban land in Zambia may be obtained. The first part deals with the ownership of urban land, which is principally governed by the Land (Conversion of Titles) Act, 1975. It starts with a description of the situation prior to the 1975 land reforms. Then it discusses some salient features of the urban land tenure system under the Act: State ownership of all land; statutory leaseholds; nonnegotiability of bare land for cash consideration; Presidential consent to all transactions in land is needed; no land can be leased to non-Zambians. The second part is concerned with the chief instruments local authorities have to prohibit and control the development and use of land and buildings. Notes, ref. |
