Abstract: | The modalities for the determination of an exchange rate and the allocation of foreign exchange and its management in independent Namibia are discussed in the context of the Namibian economy, the African experience and the development strategy articulated by SWAPO. The author warns against attaching too much importance to parallel exchange rates to gauge the degree of currency overvaluation in Namibian-type economies. Discounting a floating and particularly an auction-determined exchange rate, the author recommends an essentially administrative mechanism outside the current Southern African Customs Union (SACU) and Rand Monetary Area arrangements and calls for judicious and economical use of foreign exchange.
