| Abstract: | A region where petroleum or other vital mineral discoveries have been made is often resentful of exploitation of these local resources by the central government, particularly in a highly centralized State system. Sudan is a case in point. This is illustrated by the boundary dispute which arose as a consequence of the passage by the National Assembly of the Regional Government Bill in December 1980 and by the oil refinery dispute of 1981 which arose following the decision to build Sudan's second oil refinery at Kosti. The author describes the problems which postwar Sudan will have to face in the oil and other minerals sector, particularly the issue of equal access and distribution. He examines the experience of four other countries - USA, Canada, Australia, Nigeria - with a view to drawing lessons that may guide future strategies in Sudan. |
