Abstract:Major socioeconomic indicators point to a negative trend in Africa. However, it is within the capability of Africans themselves to stop the downward spiral of misery and set off the upward spiral of achievement through technoscientific innovation. The freedom to innovate in technology presupposes an independent technology learning capability, which in turn presupposes technology transfer. A Technology Reconnaissance and Search Agency should be set up that will play for industry a role analogous to that played by a Ministry for External/Foreign Affairs for the government. The intellectual community should be demarginalized by making it mandatory for professional organizations to be set up so as to run journals addressing professional, pedagogical, and development issues. There will be no guarantees on freedom to innovate unless these essential preliminaries are taken care of first. Bibliogr.
