Abstract:This paper addresses the constraints to effective physical planning and development control administration in Oyo State, Nigeria. It discusses the constitutional and the operational mechanisms of development control and the function of the planning authorities. Development control aims at regulating the orderly planning, particularly of building and rebuilding operations, and stipulates adequate standards for the specific areas of planning and spatial development. The article demonstrates that the actual substance of planning is dictated by the statutory provisions inherent in the political system. Planning administration in Oyo State is hampered by inadequate funding, lack of qualified manpower, unarticulated politics, and lack of citizen participation. In conclusion, suggestions for improvement of the situation are made.
Views
