Abstract:This is a condensed and revised version of the paper which was submitted by the Joint ECA/FAO Agricultural Division of ECA (Economic Commission for Africa) to the 25th Session of the Commission/16th meeting of the Conference of Ministers, Tripoli, Libyan Arab Jamahiriya, 15-19 May, 1990. The paper argues that, despite numerous criticisms currently levelled against them, production subsidies and other price support measures continue to provide one of the most effective tools for attaining the goal of food self-sufficiency in Africa. The paper examines the role of production subsidies and price support policies in Africa, focusing in particular on agricultural food production subsidies. Attention is paid to types of agricultural food production subsidies and price support programmes, costs and benefits of subsidy programmes, financing of the agricultural food production subsidy, and policy coordination.
