Abstract: | This article is concerned with effective local government participation at the project selection stage in the development planning process. The context for analysis is Nigeria's first experience with local involvement in national planning. A novel multidimensional evaluation scheme is elaborated and applied in assessing the proposals submitted by two local governments, Kaduna and Bauchi, for inclusion in the Fourth National Development Plan (1981-1985). The author classified and assessed Kaduna and Bauchi project proposals and estimated costs according to several distinct criteria: principal intended sector, principal project objective, principal method of execution, and principal beneficiaries. With regard to sector, the two local governments emphasized three recommended priority areas (infrastructure, education, and transportation), but devoted little attention to three other priority areas (agricultural production, health, and community development). In terms of objectives, the Bauchi proposals tended to be more development-oriented than those submitted by Kaduna LG. The majority of projects required capital-intensive methods of execution. The findings reveal serious distortions in both local development plans and demonstrate the utility of the impact analysis scheme. Bibliogr., notes. |
