Abstract: | In this article, the author presents an overall view of Africa's foreign trade, both intra-African trade and African trade with the European Community, as well as a preview of Africa's coming international trade prospects. Also, the international environment, the Lomé IV Convention and certain administrative instruments are examined. He concludes that although African countries have preferential access to EC markets - guaranteed by the Lomé IV Convention - nontariff barriers, rules of origin and the stabilization of lopsided African production structures by Stabex and Sysmin have made it difficult for Africa to improve its European foreign trade relations. At the same time, delinking of Africa from world economic integration is not practicable, despite the unfavourable development of prices and income. Urgently needed is a selective strategy of investing export earnings in domestic market development, as well as promoting autonomous decision and development processes. It is on this that EC-ACP cooperation should focus. Bibliogr., notes. |
