Abstract:Since Lesotho's economy is tied to the economy of South Africa, the country is bound, to a large extent, to follow similar consumption patterns, and these are, as in other developed or semideveloped countries, characterized by a luxurious overuse of resources and materials. Lesotho has thus fallen victim to a 'throw-away society'. This paper examines the various separate pieces of legislation, regulations and by-laws which deal with solid and liquid wastes in Lesotho: the Local Government - Model Sanitary and Public Health By-Law 1963; the Local Administration Act 1969; the Sanitary Services and Refuse Removal Regulations 1972; the Public Health Order 1970; the Urban Government Act 1983; the Urban Sewerage Regulations 1977; the Land Act 1979; the Town and Country Planning Act 1980; and the Fuel and Service Control Act 1983. A systematic and coherent government policy towards waste control and management should include four steps: avoidance, recycling/recovery, treatment, and safe deposition. A waste management act should be passed in Lesotho, covering all aspects of wastes, regardless of their nature, composition and hazards. Notes, ref.
