Abstract: | Zambia's Investment Act of 1986 repeals the Industrial Development Act of 1977. This paper gives an analytical commentary on the Investment Act within the historical context of investment legislation in Zambia since independence. Among other things, it analyses the functions of the Investment Council and the Investment Coordinating Committee. It examines provisions applying to foreign investors exclusively and those applying to investors generally. It also analyses the investment incentives in the Act, notably common incentives, incentives for exporters of nontraditional products, incentives for rural enterprises, incentives for small-scale and village enterprises, and facilities for agriculturalists. Finally, the paper compares the Act with previous legislation on investment in Zambia. Ref. |
