Abstract:The protection and improvement of the environment is a duty of all governments. The deteriorating state of the environment in Lesotho has recently found recognition at the highest level of government: a National Environmental Action Plan has been adopted in 1989. The Action Plan calls for an overhaul of Lesotho's environmental laws and the enactment of a framework or umbrella law to provide, inter alia, the legal basis for an appropriate national environmental machinery. This article examines the right to a healthy environment under the present laws of Lesotho and compares the protection of the individual's environment in the Constitution of a number of countries.
