Abstract: | Despite the successes of the Economic Recovery Programme implemented in Ghana in 1983, many individuals remain in acute poverty. The first requirement for planning a poverty sensitive strategy of short-run adjustment and long-run growth is information on the nature of poverty. This paper establishes a baseline poverty profile for Ghana using the first-year results (September 1987-October 1988) of the Ghana Living Standards Survey. The paper first discusses theoretical issues relevant to the measurement of poverty and its operationalization. Then it identifies the poor in Ghana and provides summary measures of poverty by region. The next section characterizes the poor by their sources of income and patterns of expenditure, while the last section considers their basic needs fulfilment (health, education). Bibliogr., sum. |
