Abstract:This paper reviews the planning and maintenance of education and health services in the Mhondoro Communal Lands in Zimbabwe, ten years after independence. While planning of social services is generally a well-defined activity, maintenance is still rather neglected. Many reasons exist for this sheer neglect of maintenance. They include: 1) the lack of organizational and manpower capacity in maintenance work; 2) the technology chosen at the time of construction, which may call for specialized maintenance; 3) lack of guidelines and policies on maintenance; 4) financial and administrative arrangements for maintenance in which local authorities are often given responsibilities concerning maintenance of facilities, constructed by the central government; 5) the spatially dispersed pattern of facilities to be maintained; and 6) the fact that many facilities are now catering for a demand beyond their capacities. The paper does not discuss maintenance in isolation, but incorporates it into the entire process of planning and provision. Bibliogr.
