Abstract:The purpose of this study is to assess the suitability of the prefectoral system in situations of development and to see to what extent this particular pattern of local government can serve the goals of national unity, participation and socioeconomic development. Ch. 1 deals with national unity as a goal to which developing countries aspire and which they are determined to achieve through administrative structures. It tackles this problem and its relationship with the intermediate level of government. It also deals with political participation in relation to intermediate government, and with intermediate government as promotor of economic and social development. Ch. 2 determines what kind of intermediate government will serve these goals. A system similar to the prefectoral system, which combines political with administrative functions and integrates politics and administration, is necessary. The chapter also deals with the nature and the actual operation of the French prefectoral system. Ch. 3 discusses the principles of intermediate government coordination and evaluates the methods of coordination practised at this level. Ch. 4 focuses on the prefectoral model in a development situation, taking the case of the Sudan as an example.
