Abstract:Little progress is made in extending access to electricity in urban areas of South Africa, largely as a result of a number of institutional and financial blockages. These blockages derive mainly from the fact that electricity distribution in South Africa is still linked to the racially segregated system of local government. This paper on the distribution of electricity in urban areas of South Africa is made up of four sections. The first section describes the range of existing electricity distribution authorities. The three most important types are white municipalities, Black Local Authorities (BLAs), and the regional structures of Eskom, the national generating authority. The second section examines the process whereby electrification projects are implemented by different distribution authorities. The various tasks that arise from the implementation of electrification projects are divided into three categories: planning and coordination; the design and supervision of the construction of particular projects; and the physical construction of new parts of an electrical system. The third section describes how electrification projects are financed. In the last section recommendations are made on a new policy framework for electricity provision in urban areas. Bibliogr.
