Abstract: | This article shows that by the turn of the nineteenth century the Kingdom of Lesotho, like other southern African political systems of the period, had developed a notion of 'good government'. In the main this notion or idea meant a government where there is law, justice and freedom from oppression. Such a government was further characterized by consensus in decisionmaking and consultation with the governed. The doctor-philosopher Mohlomi, who taught King Moshoeshoe I when he was a child, played an important role in the promotion of good government in Lesotho. After Moshoeshoe's death in 1870, two years after Lesotho came under British hegemony, the system deteriorated. Note, ref. |
