Abstract: | This paper looks at the ways in which irrigation investments and irrigation performance have tended to be evaluated, and discusses production, efficiency and equity in irrigation strategies in respect of the following issues: government versus private, expansion versus intensification (rehabilitation), large-scale versus small-scale irrigation, wet-season versus year-round irrigation, and irrigation versus rainfed production. |
