Abstract:A short review of development experiences in Africa since the achievement of political independence, and the involvement of the World Bank in that process, is followed by an examination of the nature, relevance and appropriateness of the Bank's structural adjustment programmes (SAP) and the technical and policy recommendations contained in its major study, 'Sub-Saharan Africa: from crisis to sustainable growth' (1989). The author also takes a critical look at the strategy proposed by the Economic Commission for Africa (ECA) in 1989: 'African alternative framework to structural adjustment programmes for socioeconomic recovery and transformation' (AAF-SAP). The overall conclusion is that the search for a truly effective strategy for dealing with the African economic and social crisis must continue because neither the approaches and prescriptions of the World Bank, nor those of ECA, are sufficient for the task. Moreover, since economic recovery in Africa will depend substantially on the material and nonmaterial support of the World Bank, the author also suggests ways in which the working relations between the Bank and African countries can be improved.
