Abstract:The sudden change of régime in Lesotho in January 1986 was clearly not unconnected to the country's dependence on South Africa, and has been widely viewed as a direct result of Pretoria's actions. Although there can be little doubt that South Africa's blockade, coupled with other threats, precipitated the coup d'état that removed Chief Leabua Jonathan, it is far less certain that the new government has in any sense been chosen by South Africa. This article explores some of the issues surrounding the economic aspects of Lesotho's relations with South Africa, initially in terms of how they relate to why and when the coup occurred, but with more attention to the extent to which they may change in the future. The new leaders have not so far been able to devise policies that hold out much hope of remedying the country's basic economic problems of poverty, food security, and income distribution. However, it is very unlikely that they can be addressed in a satisfactory way until the situation in South Africa changes radically. Notes, ref.
