Abstract: | South Africa is faced with a persistent shortage of skilled labour in the midst of enormous surpluses of unskilled labour. The human resources gap is the direct result of apartheid and of a systematic underinvestment in human resources. In this context the problem for the United States is not so much to exercise leverage and pressure on the South African government as it is to assist in human investment to help South Africans to acquire the education, skills and training to build their own future. The author spells out the case for American involvement, government and private, in education and training in South Africa, reviews current and contemplated nonprofit programmes and US government efforts, and takes a look at the future, arguing that the American commitment to human investment in South Africa needs to expand quickly to respond to a crisis situation. |
