Abstract: | The integration process in the Mano River Union started in 1973 as an attempt by Liberia and Sierra Leone to establish a customs union with a view to stimulating mutual trade and, as a result, foster the socioeconomic and cultural advancement of the two countries. However, it soon became clear that by itself trade liberalization was unlikely to lead to the realization of the objectives which had been set for the Union. The integration programme was therefore widened to include other areas of cooperation with an economic development thrust. Thus the Union became not merely a scheme for trade liberalization but a comprehensive programme including industrial production, the development of infrastructure, integration of agriculture, and education, training, and research.
