Abstract:Since Libya's revolution of 1969 the country has pursued an ambitious development policy. In order to achieve the advanced economic structure of a 'newly industrializing country', the government planned to invest its petro-dollars in import-substituting industries. According to the long-term development plan, Libya should be an industrialized country by 2010. This article examines the problems of industrial planning and development in Libya, distinguishing between the period 1969-1981 and the period after 1981. During the first period, industrial growth reached high rates, because of the ready availability of capital. The problem of labour shortage was solved by importing foreign workers. Since 1981, the decrease in oil revenue has caused considerable difficulty in financing the industrial development projects as well as the required foreign labour. From that time, industrial growth has stagnated. Bibliogr., sum.
