Abstract:This paper organizes and analyses the laws and regulations that directly impact on Lesotho's environment, looking in turn at laws affecting land, including land planning and soil erosion, litter, population control and public health, hazardous chemicals, mining, water, air, and the preservation of wildlife, vegetation and historical sights. It concludes that while State ownership of land and the ability of officials to enter land and inspect it to ensure compliance with the laws give Lesotho flexibility to protect the environment, this flexibility is not helpful without a consistent, forceful national plan. Implementation of Lesotho's National Environmental Plan would provide the necessary framework to enable environmental policies to be weighed in every decision. There are also major gaps in the environmental legislation that exists. An appendix lists the laws of Lesotho which have a potential impact on the environment. Notes, ref.
