Abstract:This article demonstrates the extent of inefficiency and inequality, i.e. of structural imbalances, between South African agriculture and the rest of the economy, between subsistence and commercial agriculture, and within subsistence and commercial agriculture respectively. Consideration is given to land tenure and the ownership of assets, distribution of income, labour utilization and production performance. It is argued that inefficiency and inequality are caused by a lack of fair or equitable access to resources and markets in agriculture. Given the current structural imbalances in the agricultural sector, the establishment of a free market in South African agriculture will not necessarily promote efficiency or equality. Policy measures should rather be aimed at promoting equitable access to resources, input and produce markets for all farmers. Bibliogr., notes.
