Abstract:As a contribution to the current discussion on the role of perspective planning in the Nigerian economy, the author examines the possible role for perspective planning in Nigerian agriculture. Specifically, he reviews the agricultural planning experience in Nigeria and examines the applicability of some elements of perspective planning to Nigerian agricultural development. Issues that need to be resolved when applying perspective planning to national agricultural development include the time horizon of perspective planning, its broad goals, long-term viable development strategies and other facilitating conditions for effective planning. To attain the basic objectives of agricultural development in Nigeria - food security, the adequate supply of agricultural raw materials to the industrial sector and the provision of employment opportunities for the increasing labour force - strategic decisions are required on such issues as financial allocation between agriculture and other sectors of the economy, as well as within agriculture itself, the proper role of regional planning, the nature of the structural transformation process required to achieve increased agricultural productivity, the type of export promotion needed, and the respective roles of the public and private sectors. In addition, the organization of agricultural administration, manpower development and the creation of an effective information system require long-term restructuring. Bibliogr., sum.
