Abstract:Perspective planning can play a useful role in the process of development of African countries with fragile political superstructures. However, if perspective planning is to be successful, appropriate planning and decisionmaking machinery must be put into place. The structure of the existing planning machinery in Africa typically grew from the economic structures inherited at independence, when the (indigenous) private sector was virtually nonexistent. While quite suitable for a centrally planned economy without a private sector of note, the objective conditions of many African economies have since started to change, with the emergence of a strong private sector capable of assuming greater responsibilities. As the circumstances change, so too must the planning decisionmaking machinery. The author presents the basic structure of proposed planning decisionmaking machinery aimed at fully incorporating the private sector (workers and employers) into the planning process, thereby maximizing the benefits of perspective planning in African mixed economies. In conclusion, he recommends that decisionmaking machinery in developing countries should change as the objective conditions of the societies change. Moreover, if a perspective plan is articulated and adopted within the framework of the economic decisionmaking machinery which he proposes, sustained commitment to the perspective plan will be guaranteed by the normal operations of the mixed economy.
