Abstract:The high death tolls which characterize disaster situations in developing countries have been blamed on nonexistent or poorly organized disaster preparedness plans. The present paper outlines the various types of disasters, including those which Nigeria has experienced, and examines the likelihood of their future occurrence from a set of assumptions about the probable behaviour of key socioeconomic and environmental variables in the country. These assumptions point to a future of high disaster vulnerability, thereby making preparedness planning an urgent issue which must be addressed with all seriousness in Nigeria's development drive. The paper identifies information as the bedrock of disaster preparedness planning and proposes a hierarchical structure of information gathering and flow pattern. It goes on to elaborate on the features which should characterize a national network of disaster preparedness plans, including policy options of multijurisdictional dimensions to avert and confront disaster situations.
