Abstract: | The last two decades have witnessed the rapid development of several types of farmer movements and organizations in West Africa. In Senegal, several donors, NGOs and research agencies seek to help strengthen these farmer organizations. This article discusses the experience of a collaborative, farmer-researcher programme that was launched in the Casamance region of Senegal in 1987. This programme merged the efforts of several national and foreign agencies (amongst others, ISRA, the 'Institut sénégalais de recherches agricoles') in order to reinforce the initiatives of a federation of village organizations, CADEF ('Comité d'action pour le développement du FOGNY, created in 1983 by a group of villagers who worked as seasonal labourers in Dakar), to tackle their development problems. The programme highlights the importance of taking a long-term time perspective in assessing the success of farmer organizations in influencing technology development policy. One of the key lessons that emerges from this experience is that successful participatory technology development depends heavily on the achievement of a clear understanding among all partners of what has to be done.
