Abstract:This paper presents an account of the history of Egypt's Advisory Panel for Land Drainage, which was established in 1975. This Panel is the oldest and best-known project under the Egyptian-Dutch Bilateral Programme of Cooperation. Initially set up to advise the Egyptian Public Authority for Drainage Projects (EPADP) and the Drainage Research Institute (DRI), the Panel gradually became involved in formulating and supervising a number of projects. Characteristic of the first phase of the Panel's history, between 1975 and 1982, was that the Panel could be considered as an all-embracing project under the Dutch Directorate General for International Cooperation (DGIS) in the field of land drainage in Egypt. During the second phase, 1983-1990, various separate projects related to land drainage were carried out, either by DGIS itself or by a professional organization contracted by DGIS. These projects also came under the umbrella of the Panel. The third phase, started in 1991, has been marked by the Panel's response to the growing public concern about the management and environmental conditions of Egypt's water resources. Bibliogr.
