Abstract:In the last two decades, the government of Kenya has established regional planning authorities based on river and/or lake basins. These authorities include Tana River Development Authority, Athi River Development Authority, Lake Victoria Basin Development Authority, Kerio Valley Development Authority, North and South Ewaso Ngiro Development Authorities, and the Coast Development Authority. The development authorities have been given the mandate to coordinate regional development policies, ensure equitable development of water resources and promote regional economic development. The author examines the basis of river/lake basin authorities in Kenya with a view to assessing their resources, their viability as planning and management units, and the challenges involved. These include planning with limited data, conflicts with district planning strategy, and potential conflicts surrounding the utilization of international water resources. Bibliogr., sum.
