Abstract: | In the last fifteen years Africa's capacity to formulate sound policies has been seriously eroded. The policies formulated are often impelled by short-term considerations and crisis management, rather than overall needs and long-term development perspectives. The educational sector has been particularly affected by this phenomenon, because educational questions have become highly politicized. At the same time, there has been a noticeable decline in the research capacity of African universities and the planning units of the ministries of education. Hence in many countries in eastern and southern Africa policymaking has become the exclusive territory of politicians and donor agencies. This paper discusses factors which have led to the prevailing situation with regard to strengthening indigenous research capacity and its utilization in generating and disseminating research knowledge for educational change. After a review of actions undertaken by local institutions to strengthen research capacity, the role of donors is discussed. In fact, donors have become dominant in the production of knowledge. The author argues that the energies of donors and research institutions have tended to concentrate on the supply of research output, neglecting the demand side. Attention should be shifted to the needs of various actors in the educational process. Bibliogr., sum. in French. |
