Abstract: | The urban management of Mozambique's capital Maputo was reorganized at independence (1975) to reflect the priorities of the ruling party Frelimo. Heralded as constituting a radical break with the past, many of the new structures and practices of local management demonstrated striking continuities with the colonial corporatist political structure inherited from the Portuguese administration. The higly centralized structures and complicated lines of responsibility introduced by the new administration in the late 1970s proved unworkable in the face of generalized economic collapse and war. The ruling party was forced to begin reconceptualizing its methods of administration at the local level towards the end of the 1980s. The various initiatives for reform are described and questions are raised about the top-down management of the reform process and the implications of the lack of a strong civic culture. The role of donors and the international community in the local government reform process is also considered. Notes, ref., sum. |
