Abstract:Land, labour and capital are the three factors of production that are combined to produce an output. This article focuses on labour, probably the most important factor of production. It confines itself to the qualitative aspects of labour, and examines the role of health and education in determining the quality of labour. Dealing with southern Africa in general and South Africa in particular, the article first analyses demographic and health indicators, health service provision indicators, spending on health, and the HIV and AIDS epidemic. Then it turns to the role of education and examines South Africa's investments in primary, secondary, tertiary and technical education. The article shows that, although the role of education is widely recognized, the southern African population is poorly educated. The conclusion is that both health and education are neglected areas of human capital and that there is much to be done in the region and in South Africa if marginalization is to be avoided.
