Abstract:Based on detailed case studies of 20 estates in Kasungu District, Malawi, conducted in 1992, the authors examine the efficiency and constraints facing the estate subsector (especially small estates of less than 15 hectares), and its linkages with the smallholder subsector. Amongst their findings the authors note the increased conversion of cultivated customary land to leasehold land and the nonutilization of land. They find that lack of capital and poor management are the main production constraints, and lack of transport the main marketing constraint, particularly among the small estates. Limited crop diversification, limited afforestation, and limited adoption of soil conservation measures remain problems to be addressed by policy interventions. They further note that estate burley tobacco and maize productivity is far below potential, that the tobacco quota is too restrictive for medium and large estates, and that technical and economic performances on larger estates are not necessarily higher than those on small estates. Based on these findings, the authors propose a number of strategies to promote growth and alleviate poverty in the estate subsector. Bibliogr., sum.
