Abstract: | In 1991 the military government of Lesotho announced that elections would be held in October 1992. In an effort to translate its policies into reality, the government drafted a constitution and enacted the National Assembly Election Order no. 10, 1992, and subsidiary legislation. The Election Order and related legislation governed the preparation of the elections that were held on 27 March, 1993. This paper assesses the Election Order in an effort to find out if it was adequate in facilitating the conducting of free and fair elections. The first section is a brief political history of Lesotho. It highlights the political epochs that the country has been through since political independence in 1966. The second section examines the adequacy of the Election Order and the related legislation. It focuses on the delimitation of constituencies, the functions of the Chief Electoral Officer, the registration of electors and voter training. The third section deals with the actual conducting of the elections and the resolution of an election dispute. This analysis demonstrates that the electoral laws adequately translated the ideals expressed on paper into reality. Bibliogr., notes, ref. |
