Abstract: | This paper provides an overview of urban transport policy in South Africa. After a brief review of the recent history of urban transport in the country (transport legislation, the impact of apartheid on transportation, transport subsidy), current issues in urban transport are discussed. It appears that there is a policy vacuum with respect to urban transport; no specific legislation exists regarding passenger transport operations or subsidization; the institutional framework for managing urban transport is fragmented both within and between levels of government; and South Africa's urban spatial structure is inefficient. Attention is also paid to issues of regulation, law enforcement and safety; public transport subsidies; infrastructure; ownership; and operational issues. Next, the author discusses emerging urban passenger transport policies in the country, paying attention to the 1993 interim constitution, the transport policy formulation process, interim versus long-term considerations, the land passenger transport policy, land use and spatial policy principles, institutional policy principles, planning and law enforcement, regulated competition, and funding.
