Abstract: | The Uruguay Round of the General Agreement on Tariffs and Trade (GATT) was concluded on December 15, 1993, and gave birth to the World Trade Organization (WTO) on April 15, 1994. The successful conclusion of the GATT Uruguay Round promises huge benefits to world trade and aggregate gross domestic product. However, benefits are not spread evenly, and in fact, some projections show that the poorest countries of the world will suffer from reduced trade barriers. This article uses SMART, a World Bank and UNCTAD software to assess trade effects at a country by product level, to estimate trade effects of the Uruguay Round's tariff liberalization on Mauritius and Madagascar. Mauritius is an emerging African economy whose main agricultural export to the European Union is sugar, while Madagascar's emphasis is on the export of fish and tropical beverages to the EU and spices to the United States. The simulations indicate that Mauritius and Madagascar will suffer slight export losses as a result of the Uruguay Round. The managerial implications of these findings are discussed. Bibliogr., sum. |
