Abstract:Moves to establish local authorities in Tanzania started in 1982 when several pieces of legislation were passed. These include Act No. 7, which provides for the establishment of district authorities; Act No. 8, which provides for the establishment and functions of urban authorities; and Act No. 9, which provides for the control of financial matters in local governments. Other acts include the Local Government Service Act No. 10 of 1982, the Local Government Negotiating Machinery Act No. 11 of 1982, and Act No. 2 of 1983, which deals with urban authorities rating. An examination of these acts leads to the conclusion that they were passed by the party-State not to promote democratization but rather to strengthen its control while lessening its financial burden.
