Abstract: | In this article, the author examines the problems and obstacles that militate against the effective implementation of policies and programmes for training and manpower development in Swaziland. Responsibility for the management of human resources is shared between the Ministry of Labour and Public Service, the Civil Service Board, and the personnel departments in line ministries. This fragmentation and diffusion of responsibility has given rise to numerous problems, such as ambiguity in roles and responsibilities, lack of coordination, bureaucratic apathy and unnecessary delays in the formulation and implementation of decisions. These problems are aggravated by inadequate organization, planning and staffing of personnel departments, and lack of direction and consistent leadership. Swaziland's approach to human resource planning has been haphazard and has generally tended to be a response to crises rather than a systematically integrated and planned strategy. This has led not only to the uncontrolled growth of the number of individuals in public employment, but has also meant that educational and training systems are of poor quality, curricula for in-service training programmes are inappropriate, management training is seen in a negative light, performance evaluation machinery is lacking and training is not seen as a continuous process that should take place throughout an individual's career.
