Abstract:The Cape Verde Watershed Development Project (WDP) was put into operation in early 1985 on the island of Santiago. This paper describes the project's approaches to soil and water conservation and evaluates the effectiveness of the identified conservation measures in terms of the protection of soil and water resources, as well as in increasing agricultural production potential in the project area. The WDP's approach to soil and water conservation has been to build erosion and flood control structures and to plant trees. There have been many successes resulting from the project's activities, but flawed implementation in a few key areas has acted to impede the project's complete achievement. The major gaps have been: lack of a scientific basis for evaluating the project's impact on soil and water conservation; poor design, placement, or maintenance of some major structures; inadequate interventions to stabilize soil erosion; incomplete integration of engineering and biological approaches.
